Captain John V. Tolliver

Captain Tolliver graduated with distinction in Mechanical Engineering from Montana State University and was commissioned at Officer Candidate School in 1988. He later earned a Master of Science in Mechanical Engineering and the post masters degree of Mechanical Engineer from Naval Postgraduate School.

As a division officer onboard USS TOPEKA (SSN 754), he deployed to the Arabian Gulf with the USS RANGER (CV 61) Strike Group and deployed independently to the Northern Pacific. Onboard USS MEMPHIS (SSN 691) as Engineer he deployed to the Mediterranean, Caribbean, and North Atlantic. As Executive Officer onboard USS RHODE ISLAND (SSBN 740)(BLUE) he deployed to the Atlantic and Mediterranean. The Sailors of each ship earned the Battle Efficiency “E”.

Captain Tolliver commanded USS MAINE (SSBN 741)(BLUE) from July 2006 to June 2009, completing 4 strategic deterrent patrols and part of an Extended Refit Period. His Sailors earned a Meritorious Unit Commendation, two Sea Service Deployment ribbons, two Golden Anchor retention excellence awards, the Battle Efficiency "E," the Damage Control "DC," the Communications "C," the Supply "S," and the Strategic "S". MAINE was also the 2008 Pacific Fleet nominee for the U.S. Strategic Command Omaha Trophy.

Captain Tolliver commanded Submarine Squadron 17 from January 2012 to September 2013. He was responsible for 7 SSBNs crewed by 14 crews totaling 2200 Sailors. As Commodore, he mentored and supported a total of 24 Commanding Officers responsible for 60 percent of the nation’s deployed survivable, safe, and effective nuclear deterrent. During Captain Tolliver’s tour, his Commanding Officers earned two Meritorious Unit Commendations and a Stockdale leadership award.

Ashore he served as a Staff Instructor at the Naval Prototype Training Unit Idaho Falls, an Associate Fellow in the CNO Strategic Studies Group XV, the Senior Evaluation Officer at Naval Prototype Training Unit Ballston Spa, the U.S. Fleet Forces Command Submarine Operations and Submarine Special Operations Officer, the SUBDEVRON Five Deputy for Training, the Deputy Chief of Staff for SSBN Operations, Nuclear Weapons, and Force Protection on the staff of Commander Submarine Force Pacific Fleet / Task Force 134, and a CNO Fellow in the CNO Strategic Studies Group XXXIII. He assumed duties as Deputy Director, Strategic Systems Programs in August 2014
