Doing Business with SSP

Federal Business Opportunities ( FedBizOpps). SSP contracting opportunities are posted on FedBizOpps. It is the single government point-of-entry for Federal government procurement opportunities over $25,000. Commercial vendors seeking Federal markets for their products and services can search, monitor and retrieve opportunities solicited by the entire Federal contracting community.

Navy Electronic Commerce Online ( NECO). SSP procurement opportunities are also posted in the NECO website. It is the Navy site for posting solicitations and amendments and for submission of electronic responses to solicitations.


The Basics

  1. Identify your product or service's North American Industry Classification System (NAICS) Code
  2. Obtain a Data Universal Numbering System Number (DUNS)
  3. Register in the Central Contractor Registration System. Small businesses should ensure their information is included in the Dynamic Small Business Search (DSBS) database.
  4. Obtain a Contractor and Government Entity Code (CAGE). The CAGE Code will be assigned to you when you register in the CCR system for the first time. Foreign vendors must contact its country representative for its NATO Contractor and Government Entity (NCAGE) Code.
  5. Identify current SSP contracting opportunties in FedBizOpps
    • Go to "Agencies"
    • Type "Strategic Systems Programs" in Keyword Search
    • Select "Department of Navy/Strategic Systems Programs"
  6. Identify current SSP contracting opportunties in NECO
    • Go to "Business Opportunities"
    • In Command/Site field, select "N00030 Strategic Systems Programs"
    • Click "Search"
  7. Track award and/or justification and approvals in FedBizOpps
  8. Electronically report procurement data in the Federal Procurement Data System Next Generation (FPDS-NG)
  9. Electronically report subcontracting accomplishments in the Electronic Service Reporting System (eSRS)

The DoN OSBP Office website is the Navy-wide source for information about small business contracting and Small and Disadvantaged Business Utilization.

The SBIR Program funds science and technology initiatives that enhance naval capabilities through innovations developed by small businesses.

Forecast of Contracting Opportunities

Federal Acquisition Regulation (FAR)
The Federal Acquisition Regulation (FAR) is the primary regulation for use by all Federal Executive agencies in their acquisition of supplies and services with appropriated funds.

Department of Defense Federal Acquisition Regulation Supplement (DFARS)
The DFARS provides DoD implementation and supplementation of the Federal Acquisition Regulation (FAR). The DFARS contains requirements of law, DoD-wide policies, delegations of FAR authorities, deviations from FAR requirements, and policies/procedures that have a significant effect on the public.

Navy Marine Corps Acquisition Regulation Supplement (NMCARS)/Navy Marine Corps Acquisition Guide (NMCAG)
The Navy Marine Corps Acquisition Regulation Supplement (NMCARS), which implements and supplements the Defense Acquisition Regulation Supplement, contains mandatory policies and procedures including delegations of authority and assignment of responsibilities. The Navy Marine Corps Acquisition Guide (NMCAG) primarily addresses administrative matters including procedures for processing documents for higher-level approval, internal reporting requirements, and discretionary practices.

The Defense Procurment and Acquisition Policy (DPAP) organization wants to encourage companies to do business with DoD.
