Captain Arthur “Artie” Mueller

A native of St. Louis, Missouri, Capt. Mueller enlisted into the Navy in 1993. Upon graduating from Nuclear ET ‘A’ School, he was accepted to the U.S. Naval Academy, graduating in 1998. As a Surface Warfare Officer, he served onboard Mine Sweepers and Aegis Destroyers. In 2009, he was selected to the Engineering Duty Community and served as the Aegis BMD Navy Test Officer at Port Hueneme, California for his initial assignment.

Capt. Mueller’s Sea duty began in MCM Rotational Crew ‘Alfa’, serving as Damage Control Assistant onboard USS DEXTROUS (MCM 13) and USS GLADIATOR (MCM 11). Following this tour, he reported to USS FITZGERALD (DDG 62) as Fire Control Officer, conducting operations in Ballistic Missile Defense (BMD) testing, as well as NOBLE EAGLE and IRAQI FREEDOM. As a Department Head, Capt. Mueller served as Weapons Officer onboard USS ARLEIGH BURKE (DDG 51), taking part in Anti-Piracy operations off the coast of the Horn of Africa.

Ashore, Capt. Mueller currently serves as the Director of the Nuclear Weapons Surety Division, SP30. Additionally, he also is a member of the SSP Board of Directors. He recently served as Deputy Direct Reporting Program Manager for Sea-Launched Cruise Missile, Nuclear (SLCM-N), as the Capability and Infrastructure Branch Head (SP25) and as Branch Head for Strategic Navigation (SP24), successfully fielding the most advanced inertial navigator ever to the Ballistic Missile submarine fleet. He has previously served as the Program Manager developing and integrating the Frigate Combat Systems, as an Executive Officer for PEO IWS, and as an Assistant Program Manager responsible for Advanced Development of Surface Ship ASW systems. Additionally, he served as Director, Plans and Programs at the Surface Warfare Development Group, in Norfolk, VA. He has also served as Flag Aide to the President of the Naval Postgraduate School, in Monterey, CA, and as an Associate Fellow in the CNO’s Strategic Studies Group (SSG XXVI), “Fighting in Cyberspace in 2030”, in Newport, RI.

Capt. Mueller holds a Bachelor of Science degree in English from the U.S. Naval Academy, and a Master of Science degree in Systems Engineering from the Naval Postgraduate School. He is certified in Risk Management (CRM) and Phase I qualified in Joint Professional Military Education (JPME I). He is a member of the Acquisition Workforce and is DAWIA certified Level 2 in Systems Engineering (ENG) and Level 3 Program Management (PM).

Personal decorations include the Legion of Merit, Meritorious Service Medal, Navy & Marine Corps Commendation Medal (five awards), the Navy & Marine Corps Achievement Medal (three awards), and multiple unit commendations. He has also earned the MCMRON3 Shiphandler of Year award in 2000, as well as the Commander Naval Surface Forces Leadership award in 2003.
