David Macht (SES)

Mr. David Macht was appointed to the Senior Executive Service (SES) in February 2024 and has been a Department of Navy (DON) civilian employee since 2008.  In his current capacity, David serves as the Director, Mission Support at Strategic Systems Programs.  In this position David is responsible for all of the mission support functions of the Navy’s Strategic Weapons System and Conventional Prompt Strike program, including: information technology, the enterprise resource planning business office, human resources, management support services, operational support services, SSP headquarters facilities, equal employment opportunity, data analytics, and business process improvement.  

Prior to this selection, David served as the Deputy Director, Plans and Programs at Strategic Systems Programs (SSP).  In this capacity, David supported the Director, Plans and Programs in the management, development, and execution of the plans and budgets for the Navy Strategic Weapons System and Conventional Prompt Strike Program.  These functions included: financial management, procurement, information technology, human resources, equal employment opportunity, facilities, cost estimating, public affairs, congressional affairs, legal support, and naval treaty support.

Prior to this position, David served in a dual-hatted capacity as the Director, Total Force Management (TFM) and Director, Civilian Human Resources (DCHR) for the Chief of Naval Operations (CNO).  As the Director TFM, David led the stand up of a new matrixed organization incorporating the civilian human resources office, military personnel office, manpower office, budget office, and contract requirements office.  As the CNO DCHR, David served as the senior advisor and technical authority for all civilian human resource matters within the CNO major claimancy (10 different commands) and managed the CNO claimancy’s executive personnel programs and executive allocations.

Prior to his time at OPNAV, David served as the Human Resources Director at NAVFAC Washington.  In this capacity David served as the senior advisor for civilian human resources policy and human resources service delivery for NAVFAC-Washington.  David also served as the Director, Labor/Employee Relations and Workforce Development at NAVFAC-Washington.  Prior to joining NAVFAC, David served as a Program Manager at the DON Office of Civilian Human Resources Headquarters (OCHR HQ), providing technical advice and operational guidance for human resources policies and programs impacting the DON civilian workforce.  David also served as a Human Resources Specialist at the Human Resources Office Washington, directly supporting the National Naval Medical Center in Bethesda.

David graduated cum laude from Virginia Tech with a Bachelor of Science in Business Management and minor in Business Leadership.  David was named the 2017 OPNAV Senior Civilian of the Year - Runner Up, 2017 Director, Navy Staff Semi-Annual (Q1/Q2) Senior Civilian of the Year, and 2015 NAVFAC Washington Supervisor of the Quarter (Q2).  David has also received a DON superior civilian service award, two DON meritorious civilian service awards, and numerous performance and special act awards.
