SSP Director addresses CNO NAVPLAN 2024

Director of Strategic Systems Programs (SSP) Vice Adm. Johnny Wolfe Jr. released a message to the workforce highlighting the Chief of Naval Operations (CNO) Adm. Lisa Franchetti’s Navigation Plan (NAVPLAN) for America’s Warfighting Navy and detailed how SSP is supporting the Navy’s strategic goals.

The CNO NAVPLAN discusses Adm. Franchetti’s priorities for America’s Warfighting Navy and her strategic guidance for how the Navy will be ready for sustained high-end joint and combined combat by 2027.
Chief of Naval Operations, Admiral Lisa Franchetti, released the CNO's Navigation Plan for America’s Warfighting Navy (2024) this week. I challenge each of you to read and digest her guidance and recognize SSP - our mission, our priorities, our challenges - in her call to action. We have watched as the world has changed before us, and every day matters. As CIA Director Burns noted last year, China's Chairman Xi has told his forces to be ready for war by 2027. The CNO calls on all of us to be a part of the team that ensures we are more ready. As SSP has demonstrated for nearly seven decades, unwavering certainty in our readiness is foundational to deterrence.
SSP's focus on a sense of urgency aligns to the Navy's sense of urgency. This sense of urgency remains at the forefront of how we frame our work, continuing to think, act, and operate differently. We must apply this approach to SSP's most pressing challenges, from our technological development to human resources. Like the Navy as a whole, SSP has many near-term priorities that must be accomplished to meet the Sea Based Strategic Deterrence 2084 challenge. NAVPLAN 2024 shows us the way to embrace tools and the mindset to deliver more value with the Navy we have (sustainment) while we continue to pursue the Navy we need (modernization, CPS, SLCM-N).
The work we are doing today - whether military, government civilian or industry - is a time capsule of the choices made generations before us. The programs and systems we are working on today will similarly shape the fleet decades into the future. We are all responsible for being good stewards of the future. We must follow the CNO's lead to articulate the 2084 vision that outlives our tenure. This will be hard work but if we follow through, we will deliver a Navy that is ready today and postured to achieve overwhelming maritime advantage tomorrow
