Kevin Talley

Mr. Kevin Talley is the acting comptroller for SSP, also serving as head of the Resources Branch. In this capacity, he is responsible for all financial management matters and serves as resource advisor to the director, SSP. He is responsible for establishing policy and managing financial and manpower resources for the program, totaling approximately $5 billion annually.

Mr. Talley graduated from Towson University with a Bachelor of Science in criminal justice and psychology and from the University of Baltimore with a Master of Business Administration specializing in finance. Talley is a member of the Acquisition Professional Community with Defense Acquisition Workforce Improvement Act level III certification in Budget, Cost and Finance.

Mr. Talley began his federal career in July 2005 as a financial management trainee with the assistant for administration to the undersecretary of the Navy. There he was responsible for several programs including the Joint Guam Program Office, the office of the judge advocate general and the office of the general counsel.

Mr. Talley subsequently held several staff positions in the office of the assistant secretary of the Navy (Financial Management and Comptroller) from April 2008 through June 2012. His responsibilities included oversight of budget formulation, justification and execution across a multitude of appropriations and programs. He served as the lead analyst for weapons support and security programs within the Combat, Weapons and Support Forces Branch of the Operations Division, lead analyst for the Weapons Procurement, Navy appropriation within the Aviation and Weapons Branch of the Investment and Development Division, and the lead analyst for the National Defense Sealift Fund appropriation and lead amphibious and auxiliary ship construction programs within the Ship Construction/Modernization and Sealift Branch of the Investment and Development Division.

Prior to his current assignment, Mr. Talley served as the budget officer and budget section head for Strategic Systems Programs (SSP) from June 2012 to June 2022. As budget officer, he supervised, managed and coordinated all budgetary requirements for the development, acquisition and operation of the TRIDENT II (D5) weapon system and Conventional Prompt Strike program. As the budget section head, he served as the primary financial and policy manager for all appropriations used to deliver credible and affordable strategic solutions to the warfighter.
