Nick Wilkoff

Wilkoff was appointed to the Senior Executive Service in February 2024 and has more than 20 years of federal experience. In his current role, he serves as the Strategic Deterrence Weapons Capabilities and Infrastructure Officer at Strategic Systems Programs (SSP). He is responsible for the strategic vision and plans for Strategic Weapon Systems facilities across the enterprise. He serves as the executive advisor for all matters concerning the missile life-cycle, and he provides oversite of the $1.4B annual budget for the United States and United Kingdom’s Fleet Ballistic Missile programs.
 
Prior to his current assignment, Mr. Wilkoff served as SSP’s subject matter expert for cost estimating and analysis from May 2011 and was the Director of Cost Estimating and the Cost Estimating and Analysis Branch Head from 2014 until January 2024.  In this role he established the organization and provided leadership for personnel responsible for estimating costs for programs under the cognizance of SSP including the Trident II D5 Life Extension, Columbia Class Submarine Strategic Weapon System, Conventional Prompt Strike, and Trident II D5 Life Extension II. He served as a consultant to the Board of Directors, functional directorates and subsystem managers on weapon system acquisition, life cycle cost, and matters concerning the historic, current and emerging trends to assist in program planning and acquisition.
 
Mr. Wilkoff entered the civil service in 2009 in Naval Sea Systems Command’s Cost Engineering and Industrial Analysis group where he served as a cost analyst supporting AEGIS and the Evolved SeaSparrow Missile.
 
Prior to joining the civil service, Mr. Wilkoff was a government management consultant at PricewaterhouseCoopers and IBM’s government consulting division.  In that capacity he supported Commander, U.S. Pacific Fleet security initiatives; Assistant Secretary of the Air Force core competency reviews; Commander, Navy Installations Command Activity Based Cost Modelling (ABCM) and Department of Labor ABCM. 
 
Mr. Wilkoff earned a Bachelor's in Business Administration from the College of William and Mary with minors in Finance and Government. His awards include the Department of Navy Meritorious Service award and numerous performance and special act awards.  Mr. Wilkoff is a member of the Acquisition Professional Community with Advanced certification in Business – Cost Estimating.
